First, sorry i am so delayed in answering at the moment. We are working to get on a better, faster schedule, but it may take a while. The heart of the symbolism that Sierra has mentioned is accurate, but slightly off. For her benefit notice that you are not one of the sheep, but rather the one being hired to sheer them. This dream is more about a change coming for you that will position you in a place to draw value out of God's people (particularly those you have a "pastoral" relationship with) and to cut off the things that have made them timid. The intersection indicates that you have a choice in whether you choose to take on this role or not.
I could be wrong but maybe God is going to begin to “cut” off things are making you timid or shy so that you can fully walk in the gift He has for you. My basis for this interpretation was that when I read your title I thought of the word “sheepish” often used when saying someone is shy or timid & the word “shearer” means to cut off.
I would still wait for Pastor French or an approved moderator to comment as I am still learning.
